The Cost of Staying Connected Report

Evidence and insightsMulti-modal and strategic planning

What is it?

This report explores how rising living costs affect people at risk of transport‑related social exclusion in the North. It builds on the Connecting Communities strategy and looks at how travel behaviour is changing, using research on costs, access and everyday journeys.

How is it useful?

It helps combined authorities and partners understand how affordability affects travel choices. Use it to identify where costs are a barrier, target support and shape policies that improve access and reduce inequality.

Key findings

  • Cost‑of‑living pressures continue to affect vulnerable groups, including those with disabilities and low incomes
  • Higher costs are leading to reduced travel and changes in travel behaviour
  • These changes can impact mental health and wellbeing
  • Rising costs risk maintaining or increasing transport‑related social exclusion
