This report explains how the Major Road Network supports jobs, housing, freight and economic growth, and how it must adapt to changing travel patterns and decarbonisation. It is informed by TfN’s Strategic Transport Plan and wider evidence and reflects national policy including the Road Investment Strategy and the Major Road Network programme.
How is it useful?
It helps combined authorities and partners understand how roads support everyday journeys, freight movement and economic activity. Use it to inform local plans, investment decisions and business cases, with a clear focus on improving reliability, integration with other modes and reducing environmental impact.

- As of 2021, around 97% of personal journeys and 88% of freight in the North use roads
- Roads are critical for connecting jobs, services and economic centres Investment is needed to improve reliability, resilience and journey quality
