Freight and Logistics Strategy

What is it?
The Freight and Logistics Strategy sets out a pan‑Northern approach to moving goods across road, rail, ports and waterways. It reviews current networks, identifies constraints and defines the investment and policy measures needed to support growth and decarbonisation.
How is it useful?
It supports the North's combined authorities and partners to plan freight networks and develop evidence‑based business cases. Use it to inform local freight plans, corridor studies and funding bids, improve connectivity to ports and logistics sites, and support more sustainable movement of goods.
Key points
- Freight is a key enabler of economic growth in the North
- The network must be more reliable, connected and resilient
- There is heavy reliance on road, with scope to shift more freight to rail and water
- Decarbonisation is critical, with action needed across all modes
